   afaik he is also donated admin, so he must follow rules. but he shot my props even after i told him not to do it by phrase "stop shooting props idiot"

Well don't expect there is a ban for shooting props. you had to tell the admins who were online. if none. then nothing will happen to him.
if he shoot ur props again tell the online admins. he will be slayed & kicked.
The maximum Punishment for shooting props is a kick.

Yea, also this guy is not a Donated Admin for some time.
